Questions about Permissions

I don't understand permissions. If I go to photo album, it tells me I don't have permission to use it. If I try to put in my signature, it tells me I don't have permission to use it? What determines if you have permission to do certain things?

I have no idea. I don't know if it's karma related or they're just redesigning the site and it's not available yet. I tried to do an avatar and it won't show and it won't let me change it. Also, tried to put up a sketch challenge and found out I can't post a pic :-P

Those features used to work. It leads me to believe it may have something to do with them redesigning the site, but I'm not sure.

I have some things in the Album section. But, it will not let me post any more there,says error. Don't know why.
